The congressman arrives from the capital city of Manila for a congress recess. In an interview at the airport the congressman expresses the prospect of tourism in the second district. The congressman is very optomistic about the future of his area due to its historic significance, abundance in natural resources, and plenty of tourist attractions.

Congressman Emil Ong represents the second district of Northern Samar. This is the eastern part of the province on the Pacific Ocean side. This side of the province is of great historic significance. Palapag was the location of the shipyard of the famous Manila Galleons during the Spanish time.

The Pacific front has lots of tourist attractions and the tourism industry is thriving for a while compared to other part of the province. There are fine white sandy beaches that dots for miles on its shores. Ocean swell on the Pacific side has been discovered already by surfers all over the world. The town of Palapag has a museum and some historic landmark have been restored.
